Participatiewetten, decentralisaties, sociale akkoorden en brede offensieven ten spijt. Nog steeds staan ruim een miljoen mensen langs de kant en komen er nieuwe mensen bij, zoals jongeren en statushouders.&nbsp;<\/p>\n\n\n\n<p>Sociaal- en andere betrokken ondernemers wijzen op een belangrijk knelpunt; er zijn arbeidsplaatsen en er zijn geschikte kandidaten maar die vinden elkaar zeer moeizaam. Er kan een sprong voorwaarts gemaakt worden als we oplossingen vinden voor deze frictie, als de beschikbare plekken snel en goed worden ingevuld. Plaatsing van kandidaten moet veel sneller en eenvoudiger. Dan zullen meer werkgevers toetreden en komen er meer plaatsen beschikbaar.<\/p>\n\n\n\n<p>Toeleiding bevindt zich op het snijvlak van de arbeidsmarkt en het sociaal domein. De plaatsing van een kandidaat op een functie met loonaanvulling en ondersteuning is een complexe overeenkomst tussen drie partijen; de beherende instantie (Gemeente, SW-bedrijf of het UWV), de werkgever en de kandidaat. Daaromheen worden allerlei andere actoren aangehaakt zoals loonwaarde bureaus en jobcoaches. Ieder met diens eigen kaders en wensen.
