De komende anderhalf jaar zet de Europese Commissie hoog in op het stimuleren van social enterprises. Europa ziet social enterprises als serieuze aanjagers van een nieuwe solidaire economie binnen de Europese interne markt. <\/p>\n

Vanuit het Social Business Initiative<\/a> werkt de commissie aan een aantal maatregelen die het ecosysteem voor Social Enterprises in Europa moeten verbeteren. De drie belangrijkste maatregelen werden eerder deze maand tijdens de conferentie Growing successful social Enterprise door Michel Barnier, Eurocomissaris interne markt en<\/span> diensten, via video<\/a> toegelicht. <\/p>\n

De EU wil social enterprises stimuleren door:<\/strong>
1. \u2018Access to finance\u2019 te stimuleren. Dit gebeurd onder andere via het Social Entrepreneurship fund, een Europees financieel instrument van \u20ac90 miljoen dat toegang tot financiering voor social enterprises moet gaan vergemakkelijken.
2. Het Social Business\/Social Enterprise veld in Europa in kaart te brengen. Er wordt data verzamelt over de sociale economie in verschillende Europese landen. De website Social Innovation Europe zal bovendien inzichtelijk maken wat er in verschillende landen gebeurd op het gebied van social enterprises en sociale innovatie.
3. Een standaard framework op te stellen om social impact meetbaar te maken <\/p>\n

Social Enterprises in het hart van Europese economische strategie
<\/strong>\u2018The Social business sector already represents about 6.000.000 jobs in the EU, making social enterprise 10% of the total GDP in Europe\u2019 aldus Barnier. Barnier plaatst sociaal ondernemerschap in het hart van de Europese economische strategie voor 2020. Hij wordt gezien als de \u2018champion\u2019 van het onderwerp binnen de commissie en fungeert als rechterhand van commissievoorzitter Barroso, die zich overigens al eerder zeer duidelijk uitsprak over de potentie van Social Enterprises voor de Europese economie. <\/p>\n

Positieve ontwikkelingen dus. Structurele financiering vanuit de EU voor Social Enterprises zal al vanaf 2014<\/a> beschikbaar worden. Social Enterprises moeten echter wel druk gaan uitoefenen op hun regeringen om toegang tot deze specifieke EU fondsen te krijgen. In Nederland is hier nog veel winst te behalen. <\/p>\n

Franse minister voor sociale economie
<\/strong>In landen om ons heen is er al meer aandacht voor de sector. Zo kent Frankrijk sinds het aantreden van Hollande een onderminister van Sociale en Solidaire Economie, Benoit Hamon. In Engeland stimuleert de regering Social Enterprises actief. Dat heeft onder meer heeft geleid tot de CIC, een aparte juridische entiteit voor Social Enterprises en Big Society Capital een social investment bank die vorig jaar door de Engelse overheid werd opgericht. <\/p>\n

Op agenda Den Haag
<\/strong>Social Enterprise NL signaleert dat er bij de Nederlandse overheid nog weinig aandacht is voor social enterprises en de impact die zij kunnen hebben op de economie. Verandert dit niet, dan zullen wij achterblijven op onze buurlanden en gaan wij van de Europese maatregelen weinig merken. Hoog tijd dus dat sociaal ondernemerschap ook in Den Haag op de agenda komt.<\/p>\n
