Dat was een van de hoofdvragen tijdens&#160;de internationale conferentie <em><a href=\"http:\/\/www.socialeconomyrome.it\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Unlocking the potential of the social economy for EU growth<\/a><\/em>&#160;die op 17 en 18 november in Rome plaats vond. Meer dan 500 beleidsmakers, onderzoekers, vertegenwoordigers en sociaal ondernemers kwamen in <em>la citt&#224; eterna<\/em> bijeen.<\/p>\n<p>Tijdens de conferentie werd ook de grootschalige studie <strong><a href=\"http:\/\/ec.europa.eu\/social\/main.jsp?langId=en&amp;catId=89&amp;newsId=2149&amp;furtherNews=yes\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">A map of social enterprises and their eco-systems in Europe<\/a><\/strong>&#160;gepresenteerd. Doel van de studie is een overzicht te schetsen van de verschillende social enterprises in Europa en de eco-systemen waarin ze opereren. Het rapport geeft een interessant overzicht van de Europese ontwikkelingen:<br \/>\n<\/p>\n<ul>\n<\/p>\n<li>Er zijn 20 landen die een officiele definitie voor de social enterprise hanteren;<\/li>\n<p><\/p>\n<li>In 19 landen kennen social enterprises een eigen rechtspositie, maar veel social enterprises operen &#8216;onder de radar&#8217;;<\/li>\n<p><\/p>\n<li>De studie sluit aan bij de definitie van het SBI van een social enterprise;<\/li>\n<p>\n<\/ul>\n<p>\n&nbsp;<\/p>\n<p>De context waarbinnen social enterprises opereren verschilt sterk binnen de EU lidstaten, het rapport deelt social enterprises in drie groepen:<br \/>\n<\/p>\n<ul>\n<\/p>\n<li><em>Citizen-led<\/em>: social enteprises die uit het niets door ondernemers worden opgezet. Dit model past het best bij de situatie in Nederland.<\/li>\n<p><\/p>\n<li><em>Traditional non profits<\/em>: traditionele ngo&#8217;s die hun structuur en verdienmodel aanpassen en een ondernemender model aannemen.<br \/>\n<br \/>\n<em>Public sector spin outs<\/em>: publieke diensten die onafhankelijk worden.
